GOP can block a motion to proceed to a floor vote with a threatened filibuster.

and go on record as supporting a filibuster of the wage hike (or not). That's still effective in an ad.

if it's in the covid bill, it gives them cover to vote against the whole thing, and pretend all they objected to was the wage hike.
