The Guardian's coverage of these arrests says that an informant recorded a meeting in Ohio that involved people from different states who were determined to take over the governments of various states in order to make them live up to the Bill of Rights (as these groups define them, I guess.)

across the country. There are separate groups within some states, but often inclined to work together toward common goals.

They have been around for decades, but have grown in numbers and influence in more recent years. There's a good book on the topic called "Bring the War Home: The White Power Movement" by Kathleen Belew. Although the news I've read on the kidnap plot in Michigan does not mention White Supremacy, all of these militias are far right and often share views on race that overlap. The book covers mostly the 1960's and the relationship between these militias and ex servicemen, like Timothy McVeigh.
