A congressional district drawn to encompass the city of Cincinnati and the majority of Hamilton County would be a Democratic district. As they are drawn now they throw Cincinnati in with a bunch or repuke stuff in other counties and the same with the rest of Hamilton County. The county would have to be split but the way they did it almost ensures 2 Repub districts instead of a Democratic and a Republican one.
