The rest of my group were all chiming in with numbers like 10 seconds flat, 10 minutes before they even walk through the front door, 100% new cases within 24 hours.

It's called happy path folks. When it fails she'll say, "who could have predicted that COVID19 would break out in the schools."
Everything is in the present. Don't look at previous results to try to understand what might happen. Don't put in contingency plans in case something goes wrong.

Any school or region that goes to 5% or more infection rate, all schools in the district close immediiately and cannot reopen until the rate goes down. Distancing maintained at all times.
Buffalo campus of SUNY requires all students to quarantine 7 days before entering campus. All out of state students required to quarantine 14 days. Major campus activities cancelled. No large lecture hall classes at all. Football might be cancelled. Still in discussion.
That's how you plan for things that haven't happened yet.
