The Chief of Staff? If so, who was the COS at the time of the PDB that reported the bounties?
Jarad? Ivanka? Baron?
I have to believe that there is someone else in the WH that has access to the PDB's and reads them.
Don't you think that such reporting of Putin paying bounties to the Taliban for killing U.S. Soldiers would rise to the level of informing Trump? Whether it was intelligence that was validated or not - it seems to me that intelligence such as this should be required to inform Trump about.
Whomever else in the WH that had access to this PDB was derelict in their duties to Trump and the American People if they didn't inform Trump.
By all rights - Trump should have read the PDB's himself - but we know he can't read or doesn't have the attention span to deal with reading.

(5,477 posts)Usually it's President, Secretaries of State and Defense, National Security Adviser, and some other top-level officials as designated by POTUS. In very rare circumstances it is tagged as 'Eyes Only' for the President alone. This is the single most sensitive document produced by the Intelligence Community on a regular basis. It's based mostly on signals intelligence from NSA, with additional input from CIA assets and electronic and human intelligence sources.
Not sure how it is distributed under this (mis)administration, but it wouldn't surprise me if now it was to be relatively widely passed around among his co-conspirators. In the early 80's it was put into a special binder, sealed in a cover envelope, placed into a locked case and hand-delivered. If there were multiple copies they were serialized and signed for. Real 'cloak-and-dagger' stuff - it was deemed to be that sensitive, as any whiff of what was in it could either result in the loss of an important electronics intelligence route or the torture and eventual death of human sources throughout the world.
Of course, now he probably sends text messages like, "Hey, Vlad! You'll never guess what I just heard! Did your Assistant Office Manager really say...", then wonder why that Assistant Office Manager just fell out of a 25th floor window.
