I enlarged it up to 200% and still can not read it.

Is there any other way to read it ???

It enlarges everything except the text of the letter.

Right click on the image in Twitter and choose "open image in new tab" - then you can enlarge the page big enough to make out the words. They'll be fuzzy, but sort of readable.

Dowd was a JAG lawyer who rose to the esteemed rank of CAPTAIN??? That's a two rank advance, something normally achieved in under a year by 95% of army enlistees by advancing to PFC! Rank O-3. For comparison Mattis was O-10. Militarily, Dowd might qualify to polish his shoes but for him to comment on command activities is laughable.
