1. Trumpy wants phony investigations to slur his rivals.

The US cannot investigate the rigged investigations of foreign governments, so if those governments want to claim fictional allegations against Biden or anyone else, they have free rein to do so, just so they can curry favor from Trumpy. Trumpy wants foreign governments to manufacture fake allegations because domestic police agencies are open to criticism and review. Trumpy wants to destroy his opposition and THIS is how he's going to do it.
