(5,674 posts)Putin needs the current management / ownership of PDVSA to stay in place. He has done a lot to prop them up and Maduro is paying Putin in gold and in oil field access to Rosneft.

I think the Russia / Trump relationship is more complex than simple puppeteer / puppet.

Alternative explanation: perhaps the Trumpian American government is so fractured that it has parts acting independently. (Trump's not into details.) Maybe military/intelligence is independent. Maybe oil industry. Maybe foreign policy. "Do what you want -- just don't let the boss know." Like in Reagan's later years.
