The article thinks it was a slip of the tongue. I think McConnell said it once out loud so if the Republicans won he could claim Americans knew and voted for it. As long as they mutter it once somewhere they can claim that.

That's been the plan all along. Cut taxes for the rich to drive up the deficit so you have to cut "entitlements."
