money. There was a IRS change sometime in the 80's that dealt with reporting Real Estate Transactions. It had to do with a change in true value of the underlying Real Estate and Depreciation. Once this change became the rule. Katy bar the door ,inflated Appraisals became the norm.

Leverage became the new buzz word for the Guy's who were running questionable shops.
