15. Actually, that was smart on his part.

He formally holds no posts whatsoever. He has followers in posts doing his bidding. He never wanted to be military dictator, but rather to neutralize the military and create new institutions loyal to him. He was semi-successful, but in recent years, obviously, there have been serious fissures. One thing that is interesting is that the "pro-Western, reform" faction of his appears to not have defected, while some old guard "revolutionaries" have abandoned him.
