1. I smoked in public all over California last summer

Mono Lake, Yosemite, San Jose, Oakland, San Fransisco, Santa Cruz, Turlock. The only place i got a negative comment was in Turlock, and a lot of wierd looks. No one who passed us by lake Mono said a thing, nor did people who saw me smoking in the redwoods of Yosemite (smoking forbidden in the woods so i was doing a joint where you were supposed to do ciggies, in the parking lot). In Santa Cruz people came up and matched joints and told me that the local cops could care less. In Oakland and San Fransisco no one batted an eye and I smoked at the pier with the sea lions.... I thought it was legal already.... i guess i could have received a ticket especially in Turlock....

For as long as I can remember the law here in California has been if you're in possession of 28.8 grams (1oz) or less, its just a citation which will involve no jail. Lately they modified the law a little changing the category to "infraction". All this is about is to save the state money on court costs because of this category change the court can now just send you the fine amount in the mail instead of having to show up and use court time to pay the small fine.

{edit} I see you're from France. I can hardly wait to visit Paris and the southern coast of France. :)

3. if you come to france and want to know where to score

i can let you in, and on here because the cops already know and dont care. If you have 20 grams or less of hash they can technically bust you for it but generally do not unless you are driving high. As you will be a tourist the cops really will not arrest you. In paris you can get good gear right in the city. best prices are in the 19th district but they sell hash bars right at the bottom of the stairs from the sacré coeur in the 18th. the best hash is black hash from afghanistan and is the most expensive (6 to up to 10 euros in the street in paris) but there is also good blonde from north africa for 4 to 6 a gram. Don't get anything called commercial as it is cut up and bad. people call hash "shit" here in france. i spoke no french and it took me all of 5 minutes to score good quality hash in the street by wearing a tie dye t shirt. in the south in marseille you go up to the housing projects (not dangerous) and they usually have a proper selection of 3 or 4 different grades of hash and for cheaper than in Paris. of course if you are out in the countryside anywhere in the country in october to december local grown weed will be easy to find and great quality (not so strong but nice smoke).
