UPDATE: In wake of protest, PayPal reinstates service (Bradley Manning)




By Courage to Resist and the Bradley Manning Support Network

SAN FRANCISCO, 25 February 2011 (5pm PST) -- Reacting to an enormous backlash from supporters and criticism from the media, PayPal has reinstated the account of Courage to Resist, an organization which has partnered with the Bradley Manning Support Network to raise funds for the defense of accused WikLeaks whistleblower Bradley Manning. The change in account status comes with no explanation from the online payment provider, and only hours after the nonprofit organization published a press release drawing attention to the matter.

Jeff Paterson, Project Director of Courage to Resist, and member of the Bradley Manning Support Network steering committee, released the following statement this evening:

We have spent nearly a month trying to resolve this matter with senior PayPal staff. Only after a conference call in which their chief compliance officer bluntly stated at our account would be permanently restricted, and our funds returned in 180 days, did we issue this morning’s statement on the matter.

I few moments ago I received an email from the PayPal machine, “Hello Courage to Resist, Our review is complete and we have restored your account.” Upon logging into the PayPal account, we’re now greeted with, "Your Account Access is Back in Regular Standing. Thank you for taking the steps to return your account to regular standing..."

1. So they finally gave a bank account to PayPal? They caved, not Paypal.

“Today’s temporary limitation of the Courage to Resist organization’s PayPal account is due to PayPal regulations requiring non profits to associate a bank account to their PayPal account. It is nothing to do with Wikileaks. Back in December 2010, we permanently restricted the account used by WikiLeaks due to a violation of the PayPal Acceptable Use Policy, which states that our payment service cannot be used for any activities that encourage, promote, facilitate or instruct others to engage in illegal activity. We’ve notified the account holder of this action. This is not the case with Courage to Resist”

Has anybody who donated money asked CTR WHY they didn't follow the Terms of Service for non-profits???

"We recently placed a temporary limitation of the Courage to Resist organization’s PayPal account as they had not complied to our stated policy requiring non profits to associate a bank account with their PayPal account (for the vast majority of non-profits, this is not an issue).

In a press release issued today, the Courage to Resist organization claimed that their resistance to follow our policy is because PayPal sought to withdraw funds from their checking account. To be clear: PayPal cannot take such action without the authorization of an account holder, nor does it ever take such unauthorized actions.

Upon review, and as part of our normal business procedures, we have decided to lift the temporary restriction placed on their account because we have sufficient information to meet our statutory ‘Know Your Customer’ obligations. The Courage to Resist PayPal account is now fully operational.

4. It doesn't appear that Courage to Resist has opened an account
so PayPal probably caved to public pressure by rescinding their own rule temporarily.

"Upon review, and as part of our normal business procedures, we have decided to lift the temporary restriction placed on their account because we have sufficient information to meet our statutory ‘Know Your Customer’ obligations. The Courage to Resist PayPal account is now fully operational."

5. Why should Paypal make an exception for this non-profit?
I took from the statement that no exception had been made--that CTR had satisfied the requirements, finally.

I hope they didn't make an exception--why shouldn't they be treated like any other non-profit?

2. So....
CTR doesn't have a bank account attached to the account, as required by PP policy? What makes them so special? I have to have a bank account attached to PP whether accepting or recieving funds.

I wonder if anybody who donated is questioning WHY CTR could not comply with the same rules that OTHER non-profits seem to.

I have never questioned my donations to Courage to Resist.
I have more respect for them than those bu$iness people at PayPal...
