Except it isn't..you see...If I was projected to get a 10% pay raise every year for the next 5 years but instead I only get a 5% raise, I did NOT in actual fact get a 5% pay cut.

Rush Limbaugh used this same argument when Bill Clinton "cut" welfare programs.


So either Bill Clinton cut welfare spending, or he didn't. And either Obama is cutting military spending, or he isn't. It's all in your perspective, I guess.
