2. They believe it's a game of chicken

and that Obama will blink first. Unfortunately, because he kind of has in the past. He gets good terms, but loses the ideological battle. I don't know which is better.

I think he should play hardball, and be prepared to rely on the 14th amendment saying "We don't need Congress to pass the debt ceiling- the Constitution trumps Congress.". Maybe go on TV and say that's the plan, and if they want that they are serious about lowering the deficit, here's what we're offering.

I'm not so sure the 14th amendment thing gets around the fact that the House must initiate the spending bills.

The R's are certainly in a position to obstruct and make governing difficult.
