Trying to prevent more WikiLeaks embarrassments, the Obama administration is telling federal agencies to take aggressive new steps to prevent leaks of classified documents, including instituting “insider threat” programs to ferret out disgruntled employees who might be inclined to leak classified documents, NBC News has learned.

As part of these programs, agency officials are being asked to figure out ways to “detect behavioral changes” among employees who might have access to classified documents.

A highly detailed 11-page memo prepared by U.S. intelligence officials and distributed by Jacob J. Lew, director of the White House Office of Management and Budget, suggests that agencies use psychiatrists and sociologists to measure the “relative happiness” of workers or their “despondence and grumpiness” as a way to assess their trustworthiness. The memo was sent this week to senior officials at all agencies that use classified material

The memo also suggests that agencies take new steps to identify any contacts between federal workers and members of the news media. “Are all employees required to report their contacts with the media?” the memo asks senior officials about the policies at their agencies.

Or using some leak to find people interested in a topic.

So if you hear something good that might go against some structure, then they fear you might begin to understand what they are doing so then they use that to move on people that are interested in thinking about things and feeling. Also part of stuff like peace activist arrest, nothing new about that concept. However it makes some assumptions, and forces more control, which is downward spiral.

If done in a trickle, it can remove segments of society by blacklisting groups that have connections to something they don't like.

Nothing against the administration. But that concept is in 1984 where they have a group to find unhappy people, and then use various methods.

That is the concept of brush fires, or not stopping every fire so that brush does not pile up over decades then flames up all at once. However that is not a concept of the people showing something wrong or people in general, but the concept of many problems not attended to.

I know of that concept.


Also a possible reason why many countries started sites like wiki leaks. It should be checked that those groups are reliable to concepts of better ideals by showing they do as they stated, or they can be a PR dispersal area with a opposite information but a label in Orwellian fashion.
