Oak Harbor man, 63, blames girl, 4, for rape

A 63-year-old Oak Harbor man admitted to raping two young children, but blamed his actions on the 4-year-old victim, according to a police report.

Prosecutors charged Richard Tice Sr. in Island County Superior Court May 2 with four counts of first-degree rape of a child. He's accused of repeatedly raping a 4-year-old girl and an 8-year-old girl.

Detective Sgt. Teri Gardner with the Oak Harbor Police Department started investigating the case last month after the parents of one of the alleged victims brought her to the hospital after she disclosed the abuse.

The 4-year-old child was transported to Harborview Medical Center in Seattle for a forensic examination. Gardner then received a report that Tice Sr. had also assaulted an 8-year-old child

2. This is sickening. I hope this man is put in prison and never gets the chance to
rape again. I hope that when he dies and faces God, that God makes him understand exactly how horrible what he did, was.

I know what it's like to be raped when you are a little girl. I got raped when I was only six years old. It hurt terribly, and I hurt for many hours after the trauma. I remember never being able to sleep at night after being raped, because of the pain. And I was too ashamed of what was being done to me, to ever tell a doctor or anyone else about the pain. I thought that it was my fault somehow, that I was inherently bad, and that is why this was being done to me.

I still feel a lot of guilt and shame. It's not an easy thing to post about these things or remember these things. I talk about it though because I want people to understand how much physical pain that causes, because a little girl is not physically ready for intercourse. It causes great physical pain and the psychological stuff really never goes away. I post about this stuff even though I am still ashamed, because I'm hoping if enough of us talk about this and don't just hide in shame, people will realize what a problem this is and will rise up and work harder to prevent this and work harder to put monsters like this in prison forever.

That this man is trying to put more shame on the victims instead of owning his own shame and his own guilt, sickens me most of all. Because I know the victims are already struggling with those feelings, already feeling they must be bad, if something bad happened to them.

9. Thank you. :) I had to laugh when you said you are a Minnesotan...I am
descended from a Swede and from Montana so I really had to learn to be more touchy-feely, LOL.

I watched this video once at my church (ELCA, Lutheran) where the Pastor was saying, "My background is Swedish, so I don't show any emotions, so what I will do in this video is, when I get excited, I will raise my hand and then you will know I am really excited about the subject."

Well part-way through the video, the Pastor started talking about the incredible grace given to us by our Lord and he raised his hand ("See? I'm really excited about grace!")

I'm doing fine now. I have a wonderful husband and have everything I need materially (and many things I don't need but just wanted) and I realize how incredibly lucky I am. These are just bad memories, that's all. Mostly it upsets me that little girls are still being harmed this way. I guess I (naively) wish that there wouldn't ever be any rapes of children in the world. Or rapes of anyone at all.

13. HA! I actually grew up in Nebraska, but went to college and now live in Minnesota. I also married
a Minnesotan who is half Norwegian, half Swedish. So you can imagine how expressive he is! :rofl:

I worked for a year at the institution there, part of that time as the teacher at the school.

And, yes, I lived in the building with the Lutheran nuns. Who knew.....

I protested a lot with the Catholic nuns.

I can't even imagine that with the Lutheran nuns I knew... (cough) (cough)

It was a very important time in my life. I learned so much from being with "my kids"!

46. Yeah, we are a depressingly somber lot, LOL. I remember going to church as a kid
and NO ONE ever smiled. EVER.

When I was on active duty in the Army I had a Colonel I served under asking me, "Lieutenant, do you EVER smile? Because you've been working for me for six months now and I have yet to see you smile." I was just really serious, that's all, and focused on the job.

But it occurs to me now that that somberness and lack of smiling might have been trained into me as a child going to Lutheran church.

It still feels wrong to me to attend church without my hat and gloves on...LOL...now I'm dating myself for sure!

And the Kirkegaard. All. The. Kirkegaard!

What I remember is all those letters. I went through so many "submersions" (mergers), and it always meant learning new letters. Campbell's has nothing on the Lutherans' alphabet soup!

But now Lutheran pastors listen to Garrison Keillor and laugh at the antics of the Lutherans. Except that he got it wrong about the name of the church... it is the LUTHERANS with the Perpetual Responsibility trip!

I'm glad you can laugh and smile now... I was the class clown and didn't buy into that somber stuff.

I do remember those uncomfortable patent leather shoes though.

My sister remembers hiding her hand behind her back so the Pastor wouldn't see the stamp on the back of her hand from attending a sinful school dance. Dancing was NOT allowed!

Yeah, ELCA rolls off my tongue easily now. There's the Scandinavian Lutherans and then you got the German Lutherans. The Scandanavian Lutherans aren't QUITE as focused on the "I MUST be perfect all the time and I MUST follow the rules and I MUST save the world"...we do occasionally enjoy a bit of lutefisk and jello. But not TOO much jello. It's a sin to over-indulge after all.

I wish I could have hung around you when you were a kid, I'll bet those Sunday School classes would have been a lot more interesting and fun, LOL!

I only got a stern look once from a Pastor. During a question and answer session, I asked if Mormons go to heaven. I was given a VERY VERY VERY stern look and was told coldly, "No." End of discussion.

I figured it out that it is forbidden to mention Mormons. I didn't know that before I got the stern look.

Oh, yes, God is VERY VERY serious! No smiling allowed in Lutheran heaven either!

I wish you could have been around, too! We had so much fun at Rainbow Trail Lutheran Camp every summer, originated and run by Pastor Don (or PD, as we affectionately called him.) He was our hero, and he was very sweet and very funny, too.

Our Luther League convenctions were a hoot.. kids from all over. I remember the year it was in Messiah Lutheran Church in Denver, and the kids from St. Luke's in Albuquerque were riding their unicycles up and down the aisle of the church! We had a few rather questionable, song, too.. "In the basement of good ole' St. Luke's". ^_^

I will never forget the summer after our first year of college, and I had always wanted to be a camp counselor at Rainbow Trail, and end the summer by going on the week-long trail ride, led by Pastor Don. It rained all that week, and we were all a bit bedraggled. One night we were sitting around the campfire, and pastor Don had his beaten up old cowboy boots on sticks drying out over the fire, and his battered cowboy hat on his head, and he was a heavy-bearded man and with that and his roughed-up clothes.... I looked at him and started laughing. He asked me what was so funny, and I said, "Pastor Don, you missed your calling -- you should have been a cattle rustler." Without skipping a beat, he replied, "You laugh. Another week of this coffee, and you girls will be growing beards!" He was so wonderful.

I know that I was very fortunate. Our high school Sunday School teacher was a scientist, and a great guy. He didn't teach us "ultimate truths" -- he would put out a topic for us to discuss. We were left to come to our own conclusions, and that has stood me in good stead all my life.

He did a year with us of "comparitive religions" I guess you would call it. We would study the origins and beliefs of the various denominations and sects, and then visit their services. We were never given our conclusions.. we read about the founders, and their beliefs and practices, experienced their services, and formed our own conclusions. Plus, he always brought doughnuts. ^_^ His name was Allan Johnson, and as I later realized just what a great teacher he was for us, when I next visited my hometown, I asked about him because I wanted to tell him how much he had meant to me. However, he had passed away a few years earlier, so I learned then about regret and about letting people know NOW how much you think of them.

However, I was able to tell his daughter, and she really appreciated that.

I was very fortunate in what I experienced from the Lutherans after confirmation (I was confirmed Missouri Synod, but my parents changed to what is now ELCA right after that.... thank God!)

What you experienced sounds much more like Missouri Synod!

Yes, I wish you could have beeen with us... we had some really good experiences!

fun and had a wonderful time and that you had a good Pastor and teacher!

It amazes me that you knew right away it was Missouri Synod. You are right on the mark! That was the church my mother went to before she figured out there were different types of Lutheran churches. She didn't like the Missouri Synod one because she felt in that particular church the people were kind of mean-spirited and you know not one of them came around (nor did the Pastor) to ask her if she was okay when my father when to Viet Nam. You'd think some of them would have reached out to her or given her their phone numbers or something. Nope. No one cared.

She switched to an ELCA church and just loved it.

I have to admit I miss going to church. Don't go now because my husband doesn't want to and yeah I could go alone but it would just cause discord so I just go along to get along, so to speak.

My sister is a Lutheran pastor and does a lot of work helping people in the local community, lobbying state and federal congressman to try to get some funds to help the people of Montana who are really suffering right now with this economic crisis. She also does a lot of work advocating for a group that is trying to lower the domestic abuse in Montana. I'm really proud of her.

You know one of the silly things I miss about church is when we are about to leave, and there is the "Go in peace and serve the Lord" and we answer, "Thanks be to God!" That always felt very triumphant and joyful to me.

18. Thank you so very much for speaking out. I can understand it is very hard to do.
I lived in Denver so many years ago when Marilyn Van Derbur, former Miss America, spoke out about being a victim of incest, and outed her father who had been a "pillar of society".

She was one of the first, so it created a firestorm, and I'm sure it was difficult for her, although she had the support of her husband and her minister and many others.

I will never forget her saying, "If they can't or won't believe me, how are they going to believe a child?"

Believe me, I know that speaking out can exact a price, and I just hope that price has been smaller as the years go by!

Do you ever listen to and speak with rape/incest victims?

36. Thank you. Yes, I tend to be outspoken about what happened to me because
I really do believe what I was taught about problem-solving in the Army. They said, the first and most important step in problem-solving is identifying the problem and admitting it instead of trying to cover it up to look better.

I really think the more of us speak up about our experiences, the more we will realize as a society that this is unfortunately a very widespread thing. And the harm is more often done by relatives and people close to the child - not the menacing stranger out on the street.

I am very grateful that Miss Van Derbur spoke the truth out loud.

Yeah, I've heard all the apologists for child rapists and people saying sick things like, "it takes two to have sex" (that one was said directly to me, in response to learning i was raped at age six) and "she probably loved it."

It's pretty upsetting when you hear crap like that. So, yeah, there's a price you pay for speaking out. Doesn't matter. A person has to live with themselves, has to look in the mirror at the end of the day and doing what you feel is right, is the most important thing, doesn't matter what other people say or think about it.

I am so sorry for the pain you went through as a child and the pain you still hold in your heart today. No human should suffer through that, and I hope that the monster who did that to you has suffered some sort of justice for his actions. (Either in this life or after.)

Anybody who shames a victim is despicable. Heartfelt hugs and love to you and to the little girls that this man hurt.

the cops has never been known to lie, have they? Perhaps I missed something else...has this guy been convicted yet?

When and if he is, he should be punished to the fullest extent of the law, but until then I'll reserve judgement..

11. Hi, Angry Dragon! I remember that article too. I think (might be wrong) that it was a British man
(I mean it happened in Britain, not a man from Britain originally who moved to the U.S.) and I just couldn't understand how a judge could think that way. I finally decided that maybe the judge was a pedophile too. That was the only way I could make sense of that ruling. Normally I think of judges as being above question and morally just, but then I think, well, they are human too, and maybe not all of them are good people.

21. As recently as the 90s, the Brits did NOT "recognize" incest, and probably not rape, either.
I had an e-pal who was incested, and she couldn't speak about it. People just didn't want to hear. When I went to visit her, I literally took a suitcase full of books for her (try doing that today!) because there were no books on the subject in Britain! :( :cry:

She suffered terribly physically as well as emotionally. It was horrible.

31. I worked with Brits quite a bit when I was stationed overseas, and my
impression of the Brits is that they are very much a "keep a stiff upper lip" people. In other words, if you are sick, don't whine about it. If you have something bad happen to you, bury it and don't have any emotional reaction to it. Don't ever speak of any abuse or rape or anything like that. Don't speak of it even to your loved ones.

You did a wonderful thing for your friend by bringing books that let her know it wasn't her fault, what was done to her. Because a society that doesn't allow victims to talk about their experiences, is a society that tells the victims, "it was your fault and only your fault."

45. Thank you for acknowledging that. It was damned hard lugging that heavy book-laden suitcase through
two airports, along with my other luggage!

We talked about it a lot in email, of course, and I gave her a lot of support. But she was up against so much, with that attitude there, so I figured the added support from books would be a lot more than my one lone voice.

I think just seeing the vast array of all that was written about it made a big imporession on her, and it gave her a lot of material, and I hope she follows up and teaches with it!
