Which foreign policy team are you comparing them to? By Rice, I assume you mean Susan Rice?

Also, Kerry is a member of Congress, not the administration.

7. Kerry is a major player. The WH/State Dept use him quite a bit.

9. That's true, but he is not part of Obama's team
This means that, while he has acted as an envoy for Obama, there are many other times where he explicitly has said he is speaking just as John Kerry. That is a significant point - and I assume you realize that neither Prosense or I would ever minimize his importance or his value.
