1. I believe it has the votes, but leadership doesnt have the guts...
.....to try and pass something they believe the WH really doesnt want, so they will say there arent enough votes so they dont have to risk that it would pass.

5. I believe it does.
I don't think it'd pass by a wide margin, but I think we could arm-twist enough Dems into getting 50 and then letting Biden break the tie.
