2. You may want to see this. They've already planned their city takeover.
I did a search for the mayor's name, found this article in Spanish, which I ran through the google translation tool. I'll post the computer translation, with the link to the Spanish article so any Spanish speaker can study it. If I understand this tentative translation correctly, it clearly sounds as if they had this planned LONG ago!

To Discuss
SAN PEDRO SULA 25 .- Reduce initially and up to 50 percent of payroll workers, both as a place of contract, and get the money to pay back wages and suppliers for an amount of about 300 million lempiras, are part of the goals of the new mayor of San Pedro Sula, Eduardo Bueso.

After ensuring that Sunseri Rodolfo Padilla continues to be the mayor, but has been suspended from office, he promised that "during the time that I met in the Padilla appropriate, we will do things responsibly."

Announced that next Monday expected to resume duties in the offices of City Hall, which are temporarily closed for security reasons.

He said that has been in constant communication with the Union of Workers and Employees of the City Sampedrana, to encourage employees to remain calm, tranquility, wisdom, and not act violently, because people can express in a peaceful manner .

What has been doing as the new mayor?
A: In these three days we met to take action; first dialog and then for action to achieve the operational units of the mayor's most important having to do with services and we believe a meeting with the new president Roberto Micheletti.

Will restore sessions Corporation?
A: Yes, on Wednesday, we had two meetings: the 60 and 61, aimed at solving the urgent problems that we are experiencing across the city next to the alderman Guillermo Villatoro Hall, we were commissioned to begin negotiations with the banking Private for funds and we can cancel the two and three months' salary is owed to employees in place, contract and pay bonuses as soon as possible.

How much credit sought to catch up with employees and suppliers?
A: You need 200 million lempiras to catch, but there are outstanding payments to suppliers and the commitments that they have with employees who were fired, who were due to meet their employment benefits, thus requiring a approximate total of 300 million lempiras.

Are you coming layoffs in the mayor's sampedrana?
A: There has to be restructured, so that there will be a cut in the municipal payroll, initially 25 percent and another 50 percent.
The intention is to reduce the municipal payroll in half, in a very short-term and therefore we will look through audits and advisory work, because people who do not find in your workplace for whatever reason, be dismissed also have to cut programs that have to do with adornment that may not be high priority.

¿Dispense of consultants, which had the mayor Rodolfo Padilla Sunseri?
A: Only need three consultants, who have indicated that it will play on an ad-Honore, Charles Rosenthal, Hector Cruz and Jorge Faraj Sabillon are friends and one is a well known former mayor of the city.

4. Coup “President” Installs Nephew as “Mayor” of Honduras’ Second City (Narconews)
Coup “President” Installs Nephew as “Mayor” of Honduras’ Second City

In November of 2008, the voters of San Pedro Sula – with a population of one million, it's the second largest city in Honduras – elected Mayor Rodolfo Padilla Sunseri (right, in the photo above) to be their Liberal Party candidate for mayor, with 63 percent of the vote.

Another candidate in that contest – William Hall Micheletti (left, in the photo above, and doesn't that last name sound familiar?) – garnered just 16 percent, coming in third.

Padilla went on to win the mayoralty.

But when your uncle Roberto Micheletti is the newly installed dictator of your country, coming in third is good enough!

At 11 a.m. this morning, workers and citizens in and near San Pedro Sula City Hall heard gunshots and explosions, while riot police attacked a crowd that was demonstrating outside against the coup. More than 50 citizens were reportedly arrested. And nobody has seen Mayor Padilla ever since.

So who is now “mayor” of the city? Telesur reports: the coup “president’s” nephew, William Hall Micheletti.

Ain’t their version of “democracy” grand?
