You have to understand, there is only one major newspaper in Delaware and that's the News Journal, all others are a smattering of local stuff that really are widely read within the state.
O'Donnell has been giving grief to one of the reporters since way back in March and you have got to read this entire treatment she's been given. Essentially she treats the NJ like crap, won't do interviews with them. Then after that debate that the Law School where she didn't know where 'Separation of Church and State' was in the Constitution, she comes crawling back hoping to trade favors in order to get her store out.

Several hours later, O'Donnell called News Journal reporter Ginger Gibson to clarify her position, a curious move given the candidate had not spoken to Gibson since March, that her staff had blocked Gibson from covering events, and that the candidate's bodyguards had, on one occasion, physically shoved the young reporter into a chair.

Unfortunately, sometimes this is the way politics works. A reporter writes an unflattering piece, and an angry politician does all he or she can to make the reporter's life miserable. No comment, no access, no way. Bang that drum long enough and maybe the news agency will assign a new, hopefully friendlier, reporter.
That will not happen at The News Journal. Gibson, who was kicked out of O'Donnell's meeting with Hispanic citizens on Monday night, immediately threaded O'Donnell's post-debate comments into the Widener debate piece at delawareonline.com Tuesday morning, and added context and additional interviews for Wednesday's print editions of The News Journal.
O'Donnell suggested to Gibson that if the story on the Constitution turned out to her liking, she would consider giving Gibson better access moving forward.
Gibson didn't bite. While she obviously does not like being booted from O'Donnell appearances, she doesn't take those acts personally. And she certainly isn't willing to sell her professional soul for access.
