Las Vegas adopts new rules for homeless in parks

Las Vegas has adopted new rules regarding homeless people in city parks that are intended to end a long-running legal battle with the American Civil Liberties Union and homeless advocates.

The City Council adopted the new ordinance on a 7-0 vote, putting in place a settlement agreement that was worked out months ago.

The new rules allow gatherings of up to 75 people without requiring a permit. The existing limit is 25 people.

They also specify that city marshals cannot force a person to leave a park "under the authority of any statute or ordinance relating to trespassing." People cannot be banned unless there is evidence of unlawful activity, and in those cases a valid arrest must be made or a citation issued.

The new language also removes a ban on feeding people in city parks. That ban already has been struck down in a federal lawsuit....The feeding ban grabbed a lot of attention when it was passed in 2006, making it illegal to offer food to indigent people in a park for free or for a nominal fee. Homeless advocate Gail Sacco was cited for violating the ordinance, which led to the legal case against the city.

A lot of cities have done this, and in many there is not only no objection, but a lot of clamor for laws like this.

Does it give you any idea of what we homeless people deal with on a daily basis?

The hatred for us is HUGE! And we have very few supporters. :(

4. That is great news! We may be turning a corner.

Up here in my very conservative part of Nevada, the city of Reno is changing their approach. In the past, LE in this area has been prone to go into the enclaves where the homeless have taken up residency and rousting them out, tearing down their tent cities and such.

A while back, a tent city began springing up near one of our soup kitchens. It was recently announced, the city has decided that, rather than run people out of there, they are now going to work towards working harder to support them there and keep them safe from those who would seek to harm them. It's a start. It indicates to me they see the attitude of the public changing.

We like going in the milder seasons-summer gets a little too warm but it's excellent the rest of the year!
