Democratic administrations are supposed to be ABOVE teaching other country's armies how to torture poor people. It's bad enough that our own army is doing it these days.

The Americas? Generally small countries that are not at war with another country. They use their soldiers to control their own people. Unfortunately they treat their own people worse than their enemies from another country.
