Idea about the Public Option Opt-Out
If a state votes to opt-out of the Public Option, allow citizens of that state to opt-in to a plan in another state, if they agree to pay their state income taxes to the state that opted-in.

Hell no. Let their own people vote them out, don't reward them for voting in a prick!

2. If their own citizens had the option of paying income tax to another state though...
... it might have more of an impact.

They can vote "pro-family" or whatever at the ballot box but vote pro-health-care with their wallets.

I'm not sure which would have more of an impact.
