I speculated (and heard this morning this is how it went down) that the way it worked was Al Gore to Bill Clinton (request); Bill to Hill (State coordination); Hill to Barack (Executive approval/caveat that this was a PRIVATE effort, leave the Obama admin out of it, officially).

We know the Obama administration gave them as much support as they could while staying officially "hands off."
