-close Gitmo in a year
-no more torture (US ARMY Field Manual)
-set up group to advise on clearing Gitmo
-al-Marri related (he is not going anywhere-court or otherwise)

The commentator on MSNBC just said there was feeling that he was not leting the legislative process play out by signing these orders... like he was taking too much power in his own hands
