Why Not Under Oath?
The very fact that they don't want Rove under oath should be raising flags all over the place. So Specter offers a deal that they testify in public but not under oath? First, let's not forget that Specter's aide made this all possible on the first place, so he should just shut up and go sit in a corner with a dunce hat on his head. Second, I repeat, why not under oath? It's a question we should all be putting to our representatives, and writing letters about.

If they're planning on telling the truth (yeah right) then why can't the truth be told under oath? And if they think they can fudge the truth or outright lie, all the more reason for them to be under oath. And let's not forget, Rove has a history of lying and getting other people to do it for him. Scott McCellan was duped into saying Rove had nothing to do with the Plame matter.

There's only one reason you don't want to be under oath. Hint: you have to tell the truth (or suffer severe consequences).

5. Just Called All Three
And said, unless Rove is planning to lie, again, why wouldn't he agree to be put under oath. All three offices said that is the thinking there too.
