President Bush Pardons 14 People, Commutes Sentences for Two By Jeff Bliss

Bloomberg) -- President George W. Bush pardoned 14 people, including drug dealers and a person convicted of unauthorized use of a pesticide.
With two months remaining in office, Bush pardoned Leslie Owen Collier of Charleston, Missouri, for the pesticide offense. Also receiving a pardon was Andrew Foster Harley of Falls Church, Virginia, for wrongful use and distribution of marijuana and cocaine. The president also commuted the sentences of two other people.
“The president carefully considered recommendations for pardons and commutations on a case-by-case basis and made his determinations,” White House spokesman Carlton Carroll said. “He will continue to review clemency requests.”
Pardons, one of the president’s absolute authorities, have been controversial in recent years. President Bill Clinton issued a number of pardons before leaving office in 2001, including one for fugitive financier Marc Rich.
Questions arose about the role Eric Holder, the former second-ranking official at the Justice Department, played in the Rich pardon after he emerged on Nov. 18 as President-elect Barack Obama’s leading candidate for attorney general.
Before today, Bush pardoned 157 people and commuted the sentences of another six, including I. Lewis “Scooter” Libby, according to Justice Department statistics. A former aide to Vice President Dick Cheney, Libby was convicted of obstructing justice in the federal probe into the leak of CIA official Valerie Plame’s identity.
