Poll question: Is Bush a clueless puppet or is he the puppeteer?

I've long suspected that Junior's witless Reagan routine is just a cover, and that Evil Karl and Evil Dick, talented though they may be, are basically two in a long train of BFEE henchmen whose job descriptions include taking a bullet for Precious whenever he decides they've served they're purpose.
