The thing hasn't gone on long enough to make such a determination. It's not like the exact same number of troops were dying every week or every month. There were ups and downs in the numbers the whole time. This 60% is within the statistically predictable range for this time period.

He posted the crap about the surge working because the count of death is down. What he posted was a death count of a small area that the Kuwait newspaper posted. He did not post the count for the whole country.
