3. You're confusing the stock market with the credit markets

The bailout hasn't even begun, so we don't know what its effects will be. The current problem on the stock market is more complex. A lot of it is game theory panic. Some of it is discounting stocks (ie corporate profits) to take into account a predicted world wide recession.

The bailout was to create liquidity in the banking and "fixed income" sector, not the stock market, and until it gets up and running we won't know whether it will have its intended effect.

The main goal of the bailout is to prevent the current panic and crisis from leading to a Great Depression, not to help the stock market.
