How are "internet cafes" that run like casinos legal?

I'm looking for a car to flip--to fix up and sell. But it's got to be the RIGHT car, one that will sell quickly. (Any suggestions as to make are welcome.)

Last night at dinner I was flipping through a classifieds newspaper looking for one and ran across display ads for "Internet Cafes." These ones only talked about online games of chance, and they said they had "immediate payoffs."

I realize I'm real old and was raised by a pack of wolves, but where I come from an establishment that charges you money to play games and pays you money if you win them is a casino. And, except for on one Native American reservation, casinos are not legal in the state of North Carolina. So how is this legal?

3. Ah. I know they're legal in all sorts of places that aren't LV/AC or reservations....

All over the state of Washington, for example.
