Caught this quote from White House Chief of Staff Josh Bolten in the Princeton Alumni Weekly from a panel discussion at Reunions last month. Asked about Karl Rove's influence inside the White House, Bolten (Class of '76) responded:

Now, Karl's voice on political issues was pretty darn important, but one thing I'm very proud of in this administration is that for better or worse, policy decisions have not been based on politics, and I think we have the approval ratings to prove it."

2. All of the decisions were based on politics.
The problem with the Bush Administration was that the executive branch was being controlled exclusively by the political arm rather than the policy arm.

6. I think you're misunderstanding what he's saying.

He's saying that, had they done what was popular (i.e. politically expedient), the administration's approval ratings would be higher. But since they made they're decisions based on what was right and necessary, not popular, their approval ratings are low.


Of course, he fails to mention option C, wherein the administration did neither what was right nor what was popular, but only what they thought would be best for maintaining power in the hands of their party. And that tends not to go down too well with the public (hence the approval ratings).

However, their approval rating is more likely a measure of their failure.
