One.

One to declare state secrets privilege over the light bulb and then nobody in the media or congress talks about the light bulb needing to be changed ever again.

7. If it's a no-bid contract with Halliburton?
About 30 million dollars, regardless of the number of people and regardless of whether the light bulb gets changed or if the light socket is even on an electric grid that works more than 2 hours a day.
