How does the Mann Act work in the District of Columbia?

How does the Mann Act work in the District of Columbia?
Are the boundaries of the District of Columbia "state lines"?

If a politician in DC hires a hooker from Maryland or Virginia, is that a Mann Act offense?

Clearly, if a politician in Bethesda hires an Arlington hooker, he's in big trouble (or vice versa).

Maybe DC is considered part of Maryland? Or maybe it is a "free trade" zone?

Wasn't there a case where politicians took hookers out on a yacht in the Potomac?

1. I hadn't heard the Mann Act referenced since I was a kid
in the 1950s. If he gets nailed on that it is a major comment on the politization of justice.
Sounds mostly like he is a sleaze and a hypocrite and an idiot. If those were crimes we'd have few politicians.

You can't transfer over $10k cash without doing extra paperwork.
