The NSA Wiretapping Issue

I was at a discussion today about the NSA wiretapping issue. Two people said some things that seemed fairly foolish to me. The first gave the usual Republican argument in favor of the wiretapping. "If you are doing nothing wrong what are you worried about". A second person later said that asking the Bush Administration to fill out paperwork each time they needed a warrant was a bit bureaucratic when they are trying to track down terrorists. In response to the first statement another person brought up the issue of how years ago some people were spied who actually were not doing anything wrong, but just had differing views from the President. In terms of the second argument about the paperwork being too bureaucratic, how understaffed is the White House that they do not have one person who could sign paperwork within a 24 to 72 hour period. What do others think?
