On Thursday, Republicans immediately demanded an apology from Mr. Stark. “Our troops in Iraq are fighting against Al Qaeda and other radical jihadists hell-bent on killing the people we are sent here to represent,” Representative John Boehner of Ohio, the Republican leader, said in a statement. “Congressman Stark should retract his statement and apologize to the House, our commander-in-chief, and the families of our soldiers and commanders fighting terror overseas. ”

Representative Roy Blunt of Missouri, the Republican whip, issued a similar statement. “Pete Stark’s statements on the House floor this afternoon crossed all lines of decency and decorum,” Mr. Blunt said. “As a member of Congress, he should be ashamed. But as a senior member of the Ways and Means Committee –- and the current chairman of its Health subcommittee –- the Democratic leadership ought to be ashamed as well.”

Mr. Stark expressed neither shame nor remorse. Instead, he fired back a statement calling on Mr. Boehner and other Republicans to retract their opposition to the expansion of the state children’s health insurance program. “Leader Boehner and his Republican colleagues should apologize for their votes,” he said.
