First, its a poorly crafted bill, relying on an non-permanent and unreliable source of funding - tobacco taxes. If enacted, supporters will struggle to keep it funded in years to come and likely lose based on the funding source.

Second, its an incremental change for health care reform, and not a good one at that. It covers a group that is inexpensive to cover. Removing children from the private health insurance pool will lower private insurance companies profitability and consequently drive up the cost of insurance for everyone else.

Third, it will give everyone a good feeling making them think they've accomplished something significant, yet it barely touches on the growing cost burden of uninsured people.

It would have been better if they had linked it to providing coverage of some other goup - say those who are catastrophically ill - forcing the GOP and opponents to provide something more substantive.
