Fingerprint checks as Japan tightens up security

apan says it will start fingerprinting and photographing foreign visitors from next month.

Stringent new security measures, which have been criticised by civil rights advocates, are expected to take effect from November 20th.

All foreigners aged 16 or older will be photographed and fingerprinted when they enter Japan, under a similar system to the one introduced by the United States after the September 11, 2001 attacks.

Permanent residents will be exempt from the law, along with state guests and diplomats.

The information will be permanently stored.

1. Loooking at the original Japanese article,

it says that only a few permanent residents will be exempt-- "special permanent residents" from the Korean Peninsula. It looks like all other permanent resident gaijin are going to be treated like criminal suspects when they re-enter the country.
