Is the MNF supposed to be a counter to the United Nations?

Is the MNF supposed to be a counter to the United Nations?
It goes by many names, the Multinational Force in Iraq or the Coalition of the Willing, but sometimes I wonder if the MNF is supposed to be some sort of counter-UN.

Bush, actually most Conservatives in reality, and the UN are often in conflict with each other. Having a New UN where the US is at the head of the table would solve this problem, wouldn't it?

This really wouldn't benefit the US, but the people who hate the UN and would like to see it neutralized, those who are on the Far Right and those who want to see an American Empire formed (Neo-Conservatives).

Having two global powers like this is not good, especially when one has ulterior motives, the MNF should be dismantled ASAP.
