1. I don't think so. I believe there is a formal process that must be followed...
...the first step of which probably involves alerting a poobah in the chain of command. I think things might be a little different in the heat of combat, but the military has a procedure for just about everything spelled out somewhere, and anything serious like shooting another soldier for treason would definitely be reviewed by Court Martial or some such.
