As "surge" surges on, monthly civilian death toll refuses to go down
Bombings, sectarian slayings and other violence related to the war killed at least 1,773 Iraqi civilians in August, the second month in a row that civilian deaths have risen, according to government figures. An Associated Press tally put the August figure even higher, at 1,809.

The civilian death toll was between 1,753 and 1,760 in July and 1,227 in June, according to morgue, hospital and police records that come from the Iraqi ministries of Health, Defense and the Interior. The statistics appear to indicate President George W. Bush's military upsurge has done little to rein in civilian bloodshed, despite U.S. statements to the contrary.
