We all know the real problem is the restrooms that the wonderful congress had to install because of Damn homeless people who use this facility because they are too lazy and trifling to get a job and own their own restrooms to pee and have sex in.
Resisting temptation doesn't you can't remove temptation.

So the only solution is to put a price on the stalls that is steep enough so they have to get a job to afford to shit.
