12. I just heard this on a radio news

and my thought as far as punishment - kazillion dollar fine to go to the humane society or some animal protection organization AND working 40 hours a week for a year at a shelter. The radio report says he could get up to 5 years in prison - and so what good does that do - make him work in a shelter.....
