When you have made life a living hell for the majority of the people, revolution is around the corner. More sophisticated elites are not so idiotic as to repeat the mistakes of older incarnations of monied elites.

I think they just make it (shit) up as they go,
adapting to the public mood. The current mood
is bad so they will allow the Dems to manage
their agenda for the next 4 or 8 years.
Throw the sensible majority a "bone" to quell the dissent,
until they need another war of course, then they let Reps rule.
