3. certainly not in the face of the legislative branch's request
if he's a legislative branch member, then Congress has the right to patrol it's own, and he is a part of Congress. and he certainly shouldn't have offices in the buildings of the executive branch.
4. Not only that, but we've been paying, however reluctantly, all this
time for a member of the executive branch; he needs to pay back the money he took under false pretenses and to go away, since he's not what we thought we hired. Means he's guilty of fraud.
