This is from the Season 3 Episode "We Killed Yamamoto." What's been going on is that the US uncovered information about a terrorist plot to blow up the Golden Gate Bridge. They then realize that the mastermind behind the attack is the Defense Minister of the fictional country Qumar, Omar Shariff (sp?). Qumar is an ally. In fact, in other episodes, it is debated whether or not to send more military arms to Qumar. This episode is spent with the President Bartlet, Chief of Staff Leo (John Spencer), and Chairman of the Joint Chiefs Adm. Fitzwallace (John Amos) trying to get enough evidence to justify taking Shariff and whether or not they should cancel Shariff's trip to the US.

In the above clip, Fitzwallace raises the issue of letting Shariff come to the US so other options can be made available.

And after the events of this week, "We Killed Yamamoto" and "Posse Comitatus" should be required viewing to get a good sense of both sides of the argument.

2. A terrorist is a rogue individual, representing no sovereign nation.
A terrorist is not equivalent to a foreign official.

3. you're right, but in this show, the foriegn official WAS a terrorist
He was leading terrorist actions. I wish this clip was longer because before that, one of the generals says to Bartlet "You're going to find that Defense Minister was just his day job."
