Consider that he was saying this BEFORE Watergate. BEFORE the unprecedented secrecy of the current Administration. There just would not seem to be any "urgency" pushing him to make such a strong commitment.

He probably envisioned a future Presidency that would take advantage of opportunities for secrecy that he himself rejected.
