Probably the best hope, and the smartest focus (for democracy advocates), would be to strive to expand the the number of service providers making it harder to clamp down. (I think there are around 4,000 ISPs in the US) (None, evidently, in North Korea)
In the past as radio wavelengths were controlled, out popped pirate radio sneaking in on little used bandwidths.
The difficulty I suppose will be (and has been) determining if those get-arounds are legitimate 'get-arounds' or well-disguised propaganda organs.
