...is unionized?

Isn't it less than 10%?

Union membership rate for public sector workers (37.4 percent) was substantially higher than the rate for private industry workers (7.2 percent).

3. Partly because of large unionized layoffs in the private sector (China etc)

The numbers of public workers in unions only passed the private sector in the last year.
